North Korea relies on a network of skilled IT professionals deployed both inside and outside the country to assume false identities and generate income through remote work. This money is reportedly used to finance North Korea's illegal nuclear weapons and missile programs, according to a statement from the Foreign Office. Furthermore, it states that North Korean IT professionals have posed as nationals of other countries to obtain work and income through online platforms operated by private companies for recruiting, sourcing, and commissioning services. They also threaten companies from within and are involved in data leakage, as well as the theft of cryptocurrencies and sensitive information.

Potentially At-Risk Parties Should Tighten Identity Verification

They are reportedly using increasingly sophisticated methods, including the misuse of artificial intelligence, to disguise their identities and expand their activities globally. The signatories therefore urgently call on all countries, companies, and other actors to closely examine North Korea's IT workforce system and take measures to counter the tactics listed below, such as strengthening identity verification. In addition to Germany, the signatory countries include the USA, Japan, South Korea, Australia, France, Italy, Canada, New Zealand, the United Kingdom, and the Netherlands.
