EU Regulations 2024/1781 and 2025/40 and EU Directive 2024/1799 are currently important. These EU regulations contain a wealth of new and extended requirements for the sustainability of products. They are part of the European Circular Economy Action Plan. It forms the framework for various regulatory measures to promote a circular economy and sustainable action through sustainable product design, the implementation of circularity in value creation and greater transparency and rights for consumers.

What the Ecodesign Regulation requires

With the Ecodesign Regulation (EU 2024/1781), the EU has set the framework for a series of new EU regulations. With the help of delegated acts, the sustainability requirements for products are to be successively expanded, extended and detailed by 2030. Once the regulations come into force, affected products may only be placed on the market or operated if they meet the requirements specified therein, e.g. with regard to digital product information, recyclability, reparability, energy consumption, resource efficiency, CO₂ emissions or disposal.

  • In February 2026, for example, the EU adopted the first legal acts containing a ban on the destruction of unsold textile products (clothing, accessories, shoes) and stipulating new reporting obligations for unsold products. The destruction ban will apply to large companies from July 2026 and to medium-sized companies from 2030. The number, dates and content of the upcoming EU legal acts to supplement and specify the Ecodesign Regulation are not yet clear in detail for many companies and product types.
  • The EU Packaging Regulation (EU 2025/40) will come into force on August 12, 2026. In Germany, the previous Packaging Act (VerpG) will be replaced by the Packaging Law Implementation Act. The new EU regulation aims to reduce packaging consumption, improve recyclability and strengthen the circular economy. Packaging is to be designed in such a way that plastics that are difficult to recycle and hazardous substances are avoided. Oversized packaging is also to be restricted.
  • The Repair Directive (EU 2024/1799) to promote the repair of goods and strengthen consumer rights must be transposed into national law in Germany by July 31, 2026. Consumers will have a right to repair for certain products such as smartphones, washing machines and dishwashers. Manufacturers of affected products are obliged to provide information about their repair services and costs and to offer replacement parts at a reasonable price. In the event of a repair during the statutory warranty period, the warranty period is extended. The directive also provides for the introduction of a standardized EU form for repair information.
