The Fraunhofer Society has welcomed the draft bill from the Federal Ministry for Digital Affairs and State Modernization (BMDS) on the implementation of the EU AI Regulation. According to a statement, the research institution sees this as an important step toward implementing European regulation in a practical and innovation-promoting manner. The EU Regulation 2024/1689 has been in force since August 2024 and represents the most comprehensive legal framework for artificial intelligence worldwide. Fraunhofer President Holger Hanselka emphasized that the key now is to combine smart regulation with a reduction in bureaucracy while integrating both research and the economy. Only in this way can Europe compete globally for trustworthy AI.

Axel Müller-Groeling, Board Member for Digitalization and Infrastructure, also emphasizes the importance of close cooperation between research, business, and authorities. Simplified access to AI test labs, a centralized supervisory structure under the Federal Network Agency, and increased investments in AI infrastructures are crucial. According to Fraunhofer, a low-bureaucracy, harmonized implementation of the regulation could be key to strengthening Germany's technological sovereignty and accelerating the transfer of research into application.
