Commodore CEO Jack Tramiel managed to strike an excellent deal with Microsoft: instead of agreeing to a per-device licensing agreement, as Microsoft had imposed on other manufacturers, he convinced Paul Allen and Bill Gates to accept a one-time payment of $25,000. From then on, Commodore was allowed to use the purchased BASIC (with several extensions) across all its 8-bit home computers, whether PET, VC-20, C64, C16, C116, Plus/4, C128, or the (unreleased) C65.
